Trump Slashes Neocon Dreams by Cutting Bloated F-35 Budget to Pay for Border Wall

The Pentagon is looking to divert $3.8 billion, mostly from its fiscal 2020 weapons procurement budget, to help fund President Donald Trump’s border wall, according to a report from Defense News.

Defense News listed the items that are expected to be cut:

A mass of aircraft purchases including F-35 joint strike fighters, C-130J cargo aircraft, MQ-9 Reaper drones and P-8 maritime surveillance planes, as well as ground vehicles and

In sum, the plan would take $2.202 billion in FY20 defense appropriations and $1.629 billion in FY20 overseas contingency operations funding and direct it towards the wall. The wall on the southern border is a crucial plank of President Donald Trump’s campaign.

Air Force and Navy aviation spending make up the bulk of the Pentagon’s cuts, with aircraft procurement being slashed by $558 million for Navy and Marine Corps and $861 million for the Air Force.

In the Navy’s case, the Pentagon plans on cutting two of the six F-35B short takeoff and landing aircraft that Congress tacked on to the FY20 budget. It will also slash two MV-22 Ospreys, claiming that “current funding is more than sufficient to keep the production line open.” Further, the Navy plans on eliminating funding for one of the nine P-8A Poseidon surveillance aircraft funded in FY20, declaring that the additional aircraft is “[in] excess to the 117 aircraft required.”

As far as the Air Force’s budget is concerned, the Pentagon cut funding for four of the eight C-130Js that Congress added for the Reserve and Air National Guard. The department said that funding for those aircrafts can be re-allocated for fiscal year 2021.

The request would get rid of eight MQ-9 Reaper drones, cutting off most of the funding Congress added for an increase of 12 MQ-9s. “The program is currently undergoing a strategic review,” the department noted in a written justification. “Procurement, if necessary, can be rescheduled to a later fiscal year.”

It additionally peels off $156 million for advanced procurement for the F-35A and cuts $180 million for light attack aircraft for the Air Force.

The Army expects to lose $100 million in funding for National Guard Humvee modernization and $194.5 million in Heavy Expanded Mobility Tactical Truck funding.

The reprogramming request also implements cutbacks of $650 million in advanced procurement funding for an America-class Amphibious Assault Ship, LHA-9. This ship is currently being built in Mississippi at Ingalls Shipbuilding. According its website, Huntington Ingalls Industries claims that the advanced funding Congress provided, “enables a hot production line and a supplier base of 457 companies in 39 states to build this powerful warship.”

The reprogramming also reduces funding for one expeditionary fast transport ship, which is built in Alabama at Austal USA. The Republican Chairman of the Senate Appropriations Committee, Alabama Senator Richard Shelby has taken a particular interest in this project. According to the reprogramming document, the ship was viewed as “excess to current programmatic need.”

“The procurement exceeds the program-of-record requirement,” the document highlighted. “This is a congressional special interest item.”

Furthermore, the National Guard and reserves are set to lose approximately $1.3 billion in what the reprogramming request views as unnecessary funding. This decision was made due to historic under-execution of the previous year’s funds.

This is a solid win for America First and big blow against neoconservatives, neoliberals, and other factions that suck up the military-industrial complex.

The quicker that Trump’s wall can be built, the better.

China Has Ground To A Halt: “On The Ground” Indicators Confirm Worst-Case Scenario

Back on Monday, when analysts and investors were desperately seeking clues whether China has managed to reboot its economy from the 2-week long hiatus following the Lunar New Year/Coronavirus pandemic amid the information blackout unleashed by the communist party in the already opaque country, we pointed out some alternative ways to keep tabs of what is really taking place “on the ground” in China, where Xi Jinping has been urging local businesses and workers to reopen and resume output, while ignoring the risk the viral pandemic poses to them (with potentially catastrophic consequences).

Specifically, Morgan Stanley suggested that real time measurements of Chinese pollution levels would provide a “quick and dirty” (no pun intended) way of observing if any of China’s major metropolises had returned back to normal. What it found was that among some of the top Chinese cities including Guangzhou, Shanghai and Chengdu, a clear pattern was evident – air pollution was only 20-50% of the historical average. As Morgan Stanley concluded, “This could imply that human activities such as traffic and industrial production within/close to those cities are running 50-80% below their potential capacity.”

As a reminder, all this is (or technically, isn’t) taking place as President Xi Jinping on Wednesday sought to send a message that progress had been made in bringing the coronavirus outbreak under control and, for most parts of the country, the focus should be on getting back to business.

According to state television, Xi chaired a meeting of the Politburo Standing Committee, China’s supreme political body, on the latest developments on the crisis and future policy responses, concluding that there had been “positive changes” with “positive results”.

Xi also reiterated that all levels of local government and Communist Party committees must strive to achieve China’s social and development goals this year, indicating that he did not want the public health crisis to hinder progress.

Most importantly, Xi urged local authorities to refrain from taking excessive measures to curb contagion, and yet clip after clip from China…

… shows that the measures being taken are far beyond merely “excessive” when it comes to limiting the potential spread of the virus, which probably makes sense considering the unexpected surge in infected cases in Wuhan, which have sent the total for China just shy of 60,000.

Add to this the ongoing uncertainty that Beijing is far behind the curve in containing the virus, and one can see why most businesses are reluctant to “get back to normal.”

In the latest confirmation of just that, several other indicators have emerged showing that despite Xi’s stark demands for 1.4 billion Chinese to ignore the global pandemic which may very well have been started by one of China’s own experimental labs…

… virtually all of China – and all those critical supply chains that keep companies across the globe humming and stocked with critical inventory – remain on lockdown.

As confirmation, while we wait for an update from Morgan Stanley on the latest Chinese pollution data (at least until Beijing’s definition of “pollution” is also revised) here is JPMorgan showing that while traditionally daily coal consumption – the primary commodity used to keep China electrified – rebounds in the days following the Lunar New Year collapse when China hibernates for one week, this year there hasn’t been even a modest uptick higher, indicating that so far there hasn’t been even a modest uptick in output.

Yet electricity is just one core indicator of real-time economic activity. Perhaps an even more critical one is human transit across the 1.4 billion person strong nation. Conveniently there is a way to track rudimentary traffic patterns across some of China’s key metro areas, and they show that – in a confirmation of the worst-case scenario – activity, as measured by travel, across most of China appears to have ground to a halt.

The charts below show TomTom’s traffic congestion data across key Chinese cities such as Beijing, Shanghai and Wuhan as compared to the average measurement for 2019. What they show is that virtually nobody appears to be driving in China!

Here is Beijing’s congestion level over the past 48 hours (a 7 day average is also available) compared to 2019. The data indicates that travel is about 70% below its 2019 peak.

While not perfect, and certainly not a comprehensive view of what is really taking place “on the ground”, the above data is a useful real-time indicator of how the people in China perceive the threat of the coronavirus pandemic, and one thing is abundantly clear: as the pandemic spreads further without containment, and as the charts above flatline, so will China’s economy, which means that while Goldman’s draconian view of what happens to Q1 GDP is spot on, the expectation for a V-shaped recovery in Q2 and onward will vaporize faster than a vial of ultra-biohazardaous viruses in a Wuhan virology lab.

A former NYPD detective who was celebrating his 50th birthday in Nashville, Tennessee was sucker-punched by a woman who thought his red cap was a MAGA hat.

Staten Island resident Daniel Sprague was talking with his wife and friends at a bar called The Stage in downtown Nashville when a stranger spun him around and hit him in the face, shouting, “How dare you?”

“I was outside with my friends when some grabbed me from behind, spun me around and punched me in the face,” Sprague said.

On Facebook, Sprague wrote, “A misguided soul possibly not alone, who I’m assuming was not very literate, spun me around, punch (sic) me in the face and grabbing (sic) my hat while she was yelling ‘how dare you’ leading me to think she thought it was a MAGA hat.”

However, the hat actually read, “Make Fifty Great Again,” to commemorate Daniel’s birthday.

He was also wearing a t-shirt that said, “Making America Great Since 1970.”

When the woman hit Sprague, she may have been wearing a ring or holding a key because it left a gash in his cheek that was “pretty deep and goes to the bone.”

“She has issues, I feel bad for her,” he told WSMV.

Sprague and the assailant were escorted out of the bar by bouncers before he could call the police, but he did file a report the following day.

The former NYPD cop did say The Stage is a “great bar with great security and very professional.”

Touching on the political climate that likely led to the attack, Sprague told WSMV, “This is wrong,” and said people can’t just go around assaulting others “because somebody has a political opinion that doesn’t match theirs.”

“I love Trump, but I wouldn’t hit someone who had a Bernie hat on,” he added.

The Metropolitan Nashville Police Department confirmed they received Sprague’s report and he’s currently waiting to hear back from detectives.

Attorney General Bill Barr Announces Big Plan to Crack Down on Sanctuary Cities

U.S. Attorney General William Barr recently announced that the Department of Justice would be ramping up efforts to combat “sanctuary cities” and their activities promoting lawlessness.

The Blaze reported that Barr announced this plan at the National Sheriff’s Association 2020 Winter Legislative and Technology Conference on Monday, February 10, 2020.

“The department is filing a complaint against the State of New Jersey seeking declaratory and injunctive relief against its laws that forbid state and local law enforcement from sharing vital information about criminal aliens with DHS,” Barr declared, according to a Fox News report.

Barr said that legal action against New Jersey is in the works and represents one of numerous lawsuits against municipalities that use “sanctuary city” policies to subvert federal immigration law.

“We are filing a complaint seeking declaratory and injunctive relief against King County, Washington, for the policy,” Barr explained, “that forbids DHS from deporting aliens from the United States using King County International Airport.”

Barr stated that the Justice Department would also be reviewing the actions of “certain district attorneys” who levy lighter charges against foreign nationals in order to pre-empt possibly tougher charges coming from the federal level.

“The express purpose of these policies is to shelter aliens whom local law enforcement has already arrested for crimes,” Barr commented. “This is neither lawful nor sensible.”

Passengers in the Siberian city of Omsk were shocked to see their taxi driver wearing a gas mask and a hazmat suit. But it turned out to be a prank to lighten the mood amid scary reports of the coronavirus reaching Russia.

Laughter is known to prolong human life, but cabbie Andrey Gonchar believes it’s also effective against the world’s newest virus or, at least, the negative psychological effect that news about the disease has on people.

That’s why he greets all his passengers while sporting full protective gear, and strictly questioning them if they’ve recently been to China.

Andrey told RT’s Ruptly video agency that initially he wasn’t sure how the people would react, but “everyone considered it to be funny, positive; they laughed at it, everyone liked it.” Many also took selfies with the man.

I cheered people up; as people got out of the car they thanked me for making their day, for their good mood in the morning.

The driver understands that the coronavirus, which has already taken more than 800 lives, is a serious matter, but he believes it’s still no reason to put your life on hold, especially in Omsk, located more than 4,000 kilometers away from Wuhan, the epicenter of the current outbreak.

Only two cases of coronavirus have been so far recorded in Russia, with both patients being Chinese citizens who’d recently arrived in the country. The infected persons, who are said to have a moderate form of the disease, and those in close contact with them, have all been quarantined at specialized hospitals.

However, media reports about the coronavirus still sent many Russians into a frenzy, with face masks becoming a scarce commodity and prices on anti-viral drugs spiking so harshly that the government decided to intervene.

Andrey the cabbie said his masquerade is needed to “distract people from the coronavirus theme, from the huge amount of information about it… because lately there has been too much negativity around this theme, so much that everyone is afraid of the virus.”
